According to a 2012 article from the magazine Mother Jones, between 1968 and 2012 there were 839 teacher strikes in the United States.
Though not a strike, members of the Waterville Teachers Association were engaged in a dispute with the Waterville Central School Board right in the middle of that time frame.
On Oct. 10, 1990, it was reported that the WTA and the School Board had reached an impasse for a new contract for the teachers union.
Contrary to other struggles that have happened in the area, by the time this standstill manifested, the two parties had seemed to effectively reach an agreement on the majority of their points with little to no tension.
That being said, though, the one point of contention that kept the two parties from coming to a final settlement was that up to that point there had only been agreements made regarding a one-year contract.
The problem in this is that the teachers sought an agreement on provisions for what ultimately would come out to be a three-year contract.
This small but significant blockade served as the catalyst for the union headed by one John Kane to submit an impasse statement to the Public Employees Relations Board.
