The September meeting of the Marshall Town Board opened with approval of the minutes of the August meeting.
Eric Weis from CPL Engineering was present to discuss and to update the Town Board on how they stand with the Water Board and what the process will be for pursuing federal funding for the improvements to the water system.
There are needs to upgrade the water filtration and the utility building, and there are water quantity issues which need to be addressed.
The ground water needs to be evaluated.
Weis said his first priority is meeting with officials of the Town, narrowing down what is required what the priorities are.
He said funding would be necessary, and that the state will provide funding up to 60% of the cost of the project.
The Community Development Building Grant program could provide up to $2.3 million.
There should be a Public Hearing for those in the district to let them know what is going on and how they will be impacted.
Weis also urged the Board to consider a Bond Resolution.
That lets lenders know they are serious about the process.
This authorizes the Town Board to borrow the funds.
The Board doesn’t have to move forward with the Bond Resolution until the grant funds are in hand.
Weis said once applications for funding are submitted next June, including an income survey, there will be no resolution until the end of 2025.
If the application is approved, design and construction can begin in the spring of 2026.
Construction should be competed the spring of 2027, if all goes well.
He suggested the extra charge be on the tax bill for those in the water district.
