That explains why a larger-than-life portrait of Vladimir Putin is on artist Tim Rand’s porch. His Utica Street, Clinton studio and residence, named Tarat Studio, has featured the Russian leader for a few years now.
He said he put the portrait of Putin on his porch the day of the 2016 presidential election. “The Putin [portrait] is interesting because I get all sorts of people coming here,” he said.
